I have no clue, what is going on here again, nothing has changed.
If I try to install the *.nupkg file manually it works, if I try to run the install command "choco install emdb --version=5.30" it's not even finding the package.

It looks like you are using an older version of Chocolatey CLI, i.e. 1.x, to do the choco pack. I can say this, because the generated version number is 5.30. With the release of Chocolatey CLI 2.0.0, Chocolatey CLI now uses full semantic versioning, and if you run choco pack with Chocolatey CLI 2.x, the generated version number for this package would be 5.30.0.

The package-verifier infrastructure is using Chocolatey CLI, and as a result, that is why your package version is not being found.

My best suggestion would be to start using Chocolatey CLI 2.3.0, and then re-pack and push, and the problem should go away.
