Package virus scanning found that at least 1 file within, or downloaded by, the package has between 1 and 5 VirusTotal detections associated with it.

Why are you switching away from using a CDN for the icon?

As per the packaging guidelines, using raw.githubusercontent.com is not recommeneded:

Staticaly CDN goes poof after 1 year with no way to refresh.
NUMEROUS packages of mine are now plagued with unavailable images.
Haven't had time to verify the other CDNs don't have the same issue.
raw.githubusercontent.com IS GitHub's CDN.
Guidelines are recommended suggestions, not requirements.

Having an icon is a guideline, packages are not required to have icons.

The moderation docs are not completely up to date and are not always clear unfortunately. There is an issue to get them updated as noted here: https://github.com/chocolatey/docs/issues/119

The iconUrl not allowing Github raw was a moderation update that had not made it's way to that page yet. It has been updated to reflect that Github raw is not allowed:
