Hi,
Packages that are in a "ready for review" status and packages where the maintainer has updated/responded are put in a queue for human moderation. The moderators are primarily volunteers, so sometimes the packages for review can pile up somewhat.

As for this package, it appears to be a duplicate of https://community.chocolatey.org/packages/zulu8
Duplicate packages are not allowed on the Community Repository. If that package is out of date, or otherwise broken, please follow the package triage process instead of creating a duplicate package:
